The Rambam in the Laws of Tzedaka (Perek 10: Halacha 7 Hilchos Matnas Aniyim ), in defining the 8 levels of tzedaka defines the highest level as the form of charity that enables those people who are in need, to become financially independent and able to help themselves. To a widow the highest form of tzedakah is to enable her to adjust to her role as the "sole breadwinner" and enable her to get a job so that she can support her family in a dignified manner.
Being a productive member of the workforce is also an outlet for the widow who as a result is motivated to dress up, apply her makeup and get out of the house every day and positions her more easily for the prospects of remarriage.
